However, due to the lack of overall planning and follow-up control, some scientific research instruments and facilities are repeatedly constructed and purchased, and there are problems of departmentalization, unitization and personalization. The phenomenon of idleness is relatively serious. A survey shows that the resources of large-scale scientific research instruments and facilities in Beijing account for more than 20% of the country, of which instruments with more than 8million Yuan account for 1/3 of the country. However, these infrastructure facilities are mainly concentrated in central units. Other data show that the utilization index of large scientific research instruments and facilities in Beijing is 69%, while the sharing index is only 38.5%. The relative surplus of medical research instruments and facilities in some regions has caused a huge waste of scientific and technological resources
in view of this problem, a consensus has been gradually formed to promote the open sharing of various scientific research instruments and facilities. if the government can change from the third party to the service subject of investment, the open sharing problem will be solved from the root. The government can directly allocate special funds from various national science and technology plans, major science and technology projects, as well as projects such as the "211 Project", "985 Project" and "knowledge innovation project" according to the proportion of funds for scientific research instruments and facilities to purchase advanced large-scale scientific research instruments and facilities with low versatility, high idle rate, strong operation professionalism and high maintenance cost, invest in the construction of local scientific research instruments and facilities centers, and open them to researchers and society, Through the service of "buying and purchasing", we can realize the benign operation of the "center" and achieve a double harvest of economic and social benefits.
