Pitfalls and puzzles of it planning

the problems involved in information construction are showing obvious nonlinearity, and can even be described as "a mess": whether the strategy is clear, whether the process is straightened out, whether the organizational structure is reasonable, how to integrate information islands, etc. How to coordinate these aspects requires "it planning" to play a role

in order to investigate the basic status of it planning of Chinese enterprises and governments and the understanding of chief information officers (CIOs) on planning, the CIO class of Peking University organized a special questionnaire survey. After sorting out the questionnaire and communicating with CIOs, we found that the role and significance of it planning have been widely recognized, but CIOs still have many misunderstandings and confusion about it planning

among the 26 questionnaires collected, 78% of the respondents believed that "it planning is very important", and no one chose "general" and "unimportant". It can be seen that after years of practice, the importance of it planning has gradually taken root in the hearts of the people; At the same time, the statistics of the questionnaire also shows that 54% of enterprises have formulated it plans and 23% of enterprises are formulating plans. It seems that most of the surveyed enterprises have not only recognized the importance of planning, but also taken practical actions; As for the role of it planning, CIOs' understanding is also gradually converging. 81% of the respondents believe that it is "to avoid information islands", 78% believe that it is "to ensure the consistency between it and strategy", and 49% believe that it is "to reach an agreement with senior leaders" to "buy time" to enter the field of auto parts

however, the survey results also show that although the CIO has basically reached an agreement on the importance of planning, there are still many puzzles and misunderstandings about the specific level of planning. First, how can it planning catch up with changes? Secondly, how to find a balance between real and long-term interests? For many information executives of growth enterprises, another problem they face is how to find a balance between the pressure of urgent needs of business departments and the pressure of long-term planning

in response to the problems of CIOs, Li Aixin, the chief consultant of international business machine company China Co., Ltd., believes that when the business strategy and management and control mode change, the IT planning will become obsolete. Then, we can adjust the experiment according to the following methods to judge whether the frequency converter of the single column tensile testing machine has problems. The development of the IT planning of the under machine chuck position industry can start from two aspects:

the first is to do scenario analysis during planning, Consider as much as possible the possibilities of various changes in the enterprise, and then formulate a variety of corresponding strategies, which requires that our planning is not a set of plans, but several sets of plans, through which we can deal with different situations that may occur

second, the planning time should not be too long. In previous years, the IT planning of enterprises was generally 5 years, but now the general planning is 3 years. Moreover, the completion of the planning does not mean that it is unchanged. It should be supplemented and adjusted every three months according to the external environment, the new development of the enterprise and new technological trends. This time interval cannot exceed half a year. The traditional static electro-hydraulic measurement control method cannot meet the requirements of the current hydraulic system in terms of performance, operation, monitoring and fault diagnosis

wang Yangfu, an expert consultant on it strategy and Architecture Planning in the CIO era, believes that the unpredictable business environment requires that the enterprise's IT architecture design is flexible, so that the enterprise's IT system can quickly adapt to the changes of the enterprise's business strategy and business process, without having to reinvent the original system. The service-oriented architecture (SOA) design idea is put forward based on this background. Although the practice of SOA in the software architecture design level of a single software package is not mature, it does not affect the enterprise to design the enterprise level it architecture with a certain flexibility when making it planning, which more reflects the idea of SOA

faced with so many pitfalls and puzzles, how do CIOs plan for the future it? Yao Le, deputy director of the Academic Affairs Office of the CIO class of Peking University, put forward his view:

first of all, it planning should not only determine the vision and objectives of an IT strategy, but also include it architecture planning, it project planning, it operation and maintenance planning, etc. In particular, it architecture planning is particularly important for complex IT systems of large organizations

secondly, it planning should clarify the technical direction and ensure the loose coupling between business model and it system to a certain extent. Only in this way can the IT system support the change and adjustment of business model for a long time, which should be the key consideration in the future organization's IT planning. Component-based and SOA should be the key technical directions

thirdly, it planning must be pragmatic. A pragmatic it planning must be based on a deep understanding of the strategic intention of the decision-making level, and must involve senior leaders and business departments, so that it planning can truly become the consensus of enterprise information construction

finally, it planning is a process of continuous adjustment and improvement. Business is constantly changing and technology is also constantly developing. Naturally, it planning, as the integration of it and business, also needs to be constantly adjusted and changed. (end)
